The US dropped its most powerful non-nuclear bomb on ISIS positions in a remote part of Afghanistan......Afghan officials said 36 militants were killed in the strike in Nangarhar province, near the Pakistan border, where the US military previously estimated ISIS had 600 to 800 active fighters. The GBU-43/B Massive Ordinance Air Blast bomb (MOAB) was dropped Thursday night on a network of fortified underground tunnels that ISIS had been using to stage attacks on government forces.

Nangarhar is one of the 34 provinces of Afghanistan, located in the eastern part of the country. It is divided into twenty-two districts and has a population of about 1,436,000. The city of Jalalabad is the capital of Nangarhar province

Former Afghan President Hamid Karzai, denounced the use of the weapon......."This is not the war on terror but the inhuman and most brutal misuse of our country as a testing ground for new and dangerous weapons," he said on Twitter.

The GPS-guided munition is known as the "mother of all bombs" and is capable of destroying an area equivalent to nine city blocks......The blast destroyed three underground tunnels as well as weapons and ammunition, but no civilians were hurt, Afghan and US officials have said.....Residents in nearby villages said the blast shattered their windows and that it created a boom so loud that they feared their own homes had been bombed

A local resident living around two kilometers (1.5 miles) from the blast told CNN he heard an "extremely loud boom that smashed the windows of our house.....We were all scared and my children and my wife were crying. We thought it had happened right in front of our house,.....I have witnessed a countless number of explosions and bombings in the last 30 years of war in Afghanistan, but this one was more powerful than any other bomb as far as I remember....We were unable to see each other at home because of the excessive dust inside the room."

While the war in Afghanistan has largely slipped from public consciousness in the US, replaced by the conflict in Syria and ongoing tensions over North Korea, there are still around 8,400 US troops in the country engaged in counter terrorism operations....."the war in Afghanistan is at its lowest point for the Afghans and their American allies since the Taliban were overthrown in the months after 9/11."

The Taliban "control or contest" about a third of the population of the country, Bergen said, citing senior US military officials. That's around 10 million people -- more than the population ISIS controlled in Syria and Iraq at the height of its power during the summer of 2014

The GBU-43/B Massive Ordnance Air Blast (MOAB.....commonly known as the Mother of All Bombs) is a large-yield conventional (non-nuclear) bomb, developed for the United States military by Albert L. Weimorts, Jr. of the Air Force Research Laboratory. At the time of development, it was touted as the most powerful non-nuclear weapon ever designed. The bomb was designed to be delivered by a C-130 Hercules, primarily the MC-130E Combat Talon I or MC-130H Combat Talon II variants......The MOAB has been used once in combat, in a 13 April 2017 strike against ISIS forces in Afghanistan.[3] Several news organizations called it the largest conventional bomb ever used in anger, but the 22,000-pound Grand Slam earthquake bombs dropped during World War II may have been even heavier......In 2007, Russia tested a thermobaric weapon nicknamed the "Father of All Bombs"; the weapon is claimed to be four times as powerful as the MOAB.

Carter Page: Russian Agent?

Carter Page is an American oil industry consultant. Donald Trump named him as a foreign policy advisor to his presidential campaign.....Page is the founder and managing partner of Global Energy Capital, a New York investment fund and consulting firm specializing in the Russian and Central Asian oil and gas business......Page has been and currently is under investigation by US intelligence agencies for his connections to the Russian government and the possibility that he has been a foreign agent acting on their behalf.

Britain’s spy agencies played a crucial role in alerting their counterparts in Washington to contacts between members of Donald Trump’s campaign team and Russian intelligence operatives, the Guardian has been told......GCHQ first became aware in late 2015 of suspicious “interactions” between figures connected to Trump and known or suspected Russian agents, a source close to UK intelligence said. This intelligence was passed to the US as part of a routine exchange of information, they added.

The FBI and the CIA were slow to appreciate the extensive nature of contacts between Trump’s team and Moscow ahead of the US election..... the US agencies were asleep,.....the European agencies were saying: ‘There are contacts going on between people close to Mr Trump and people we believe are Russian intelligence agents. You should be wary of this.’

The Washington Post reported on Wednesday that the same order covered Carter Page, one of Trump’s associates. It allowed the FBI and the justice department to monitor Page’s communications. Page, a former foreign policy aide, was suspected of being an agent of influence working for Russia, the paper said, citing US officials......The application covered contacts Page allegedly had in 2013 with a Russian foreign intelligence agent, and other undisclosed meetings with Russian operatives, the Post said. Page denies wrongdoing and complained of “unjustified, politically motivated government surveillance”......

According to the BBC, the justice department’s request came after a tipoff from an intelligence agency in one of the Baltic states. This is believed to be Estonia.

Britain’s MI6 spy agency played a part in intelligence sharing with the US, one source said. MI6 declined to comment. Its former chief Sir Richard Dearlove described Trump’s wiretapping claim on Thursday as “simply deeply embarrassing for Trump and the administration”......“The only possible explanation is that Trump started tweeting without understanding how the NSA-GCHQ relationship actually works,” Dearlove told Prospect magazine......A GCHQ spokesperson said: “It is longstanding policy that we do not comment on intelligence matters”........It is unclear which individuals were picked up by British surveillance.

Adam Schiff, the senior Democrat on the House committee, has expressed an interest in hearing from Christopher Steele, the former MI6 officer whose dossier accuses the president of long-term cooperation with Vladimir Putin’s Moscow. Trump and Putin have both dismissed the dossier as fake.......One source suggested the official investigation was making progress. “They now have specific concrete and corroborative evidence of collusion,” the source said. “This is between people in the Trump campaign and agents of [Russian] influence relating to the use of hacked material.”

According to one account, GCHQ’s then head, Robert Hannigan, passed material in summer 2016 to the CIA chief, John Brennan. The matter was deemed so sensitive it was handled at “director level”. After an initially slow start, Brennan used GCHQ information and intelligence from other partners to launch a major inter-agency investigation......In late August and September Brennan gave a series of classified briefings to the Gang of Eight, the top-ranking Democratic and Republican leaders in the House and Senate. He told them the agency had evidence the Kremlin might be trying to help Trump to win the presidency, the New York Times reported.......One person familiar with the matter said Brennan did not reveal sources but made reference to the fact that America’s intelligence allies had provided information. Trump subsequently learned of GCHQ’s role, the person said......The person described US intelligence as being “very late to the game”. The FBI’s director, James Comey, altered his position after the election and Trump’s victory, becoming “more affirmative” and with a “higher level of concern”.

The European countries that passed on electronic intelligence – known as sigint – included Germany, Estonia and Poland. Australia, a member of the “Five Eyes” spying alliance that also includes the US, UK, Canada and New Zealand, also relayed material, one source said......Another source suggested the Dutch and the French spy agency, the General Directorate for External Security or DGSE, were contributors......It is understood that GCHQ was at no point carrying out a targeted operation against Trump or his team or proactively seeking information. The alleged conversations were picked up by chance as part of routine surveillance of Russian intelligence assets. Over several months, different agencies targeting the same people began to see a pattern of connections that were flagged to intelligence officials in the US......The issue of GCHQ’s role in the FBI’s ongoing investigation into possible cooperation between the Trump campaign and Moscow is highly sensitive.

April 10, 2017.....Spanish police have arrested a Russian programmer for alleged involvement in "hacking" the US election.....Pyotr Levashov, arrested on 7 April in Barcelona, has now been remanded in custody....Mr Levashov was the subject of an extradition request by the US.....El Confidencial, a Spanish news website, has said that Mr Levashov's arrest warrant was issued by US authorities over suspected "hacking" that helped Donald Trump's campaign...Mr Levashov's wife Maria also told Russian broadcaster RT that the arrest was made in connection with such allegations......Several cybersecurity experts, including Brian Krebs, have also linked Mr Levashov to a Russian spam kingpin, who uses the alias Peter Severa......A US intelligence report released in January alleged that Russian President Vladimir Putin tried to help Mr Trump to victory....Mr Trump later commented that the outcome of the election had not been affected.....The report said that Russia's objectives were to "undermine public faith" in the US democratic process and "denigrate" Mr Trump's Democrat rival Hillary Clinton.....Russia's efforts to this end allegedly included hacking into email accounts used by the Democratic National Committee; using intermediaries such as WikiLeaks to release hacked information; and funding social media users or "trolls" to make nasty comments.....However, there were no details of Mr Putin's alleged involvement with such interference in the report.....Mr Putin has strongly denied allegations that Russia tried to influence the US election."

Alleged Spam King Pyotr Levashov Arrested.....Authorities in Spain have arrested a Russian computer programmer thought to be one of the world’s most notorious spam kingpins......Spanish police arrested Pyotr Levashov under an international warrant executed in the city of Barcelona, according to Reuters. Russian state-run television station RT (formerly Russia Today) reported that Levashov was arrested while vacationing in Spain with his family....According to numerous stories here at KrebsOnSecurity, Levashov was better known as “Severa,” the hacker moniker used by a pivotal figure in many Russian-language cybercrime forums. Severa was the moderator for the spam subsection of multiple online communities, and in this role served as the virtual linchpin connecting virus writers with huge spam networks — including some that Severa allegedly created and sold himself.....Levashov is currently listed as #7 in the the world’s Top 10 Worst Spammers list maintained by anti-spam group Spamhaus. The U.S. Justice Department maintains that Severa was the Russian partner of Alan Ralsky, a convicted American spammer who specialized in “pump-and-dump” spam schemes designed to artificially inflate the value of penny stocks.....Levashov allegedly went by the aliases Peter Severa and Peter of the North (Pyotr is the Russian form of Peter). My reporting indicates that — in addition to spamming activities — Severa was responsible for running multiple criminal operations that paid virus writers and spammers to install “fake antivirus” software. So-called “fake AV” uses malware and/or programming tricks to bombard the victim with misleading alerts about security threats, hijacking the PC until its owner either pays for a license to the bogus security software or figures out how to remove the invasive program.

The New York Times reports that Russian news media did not say if Levashov was suspected of being involved in that activity. However, The Times piece observes that the Kelihos botnet does have a historic association with election meddling

North Korea: Yongbyon and Punggye-ri Nuclear Sites

April 14.....North Korea’s Punggye-ri Nuclear Test Site: Primed and Ready.....Commercial satellite imagery of North Korea’s Punggye-ri Nuclear Test Site from April 12 shows continued activity around the North Portal, new activity in the Main Administrative Area, and a few personnel around the site’s Command Center.......At the North Portal, what appears to be a small vehicle or trailer is located immediately outside the entrance; the water flow out of the portal has diminished in the past 10 days; and what may be a small trailer is visible on the road south of the portal. The netting—suspended over probable equipment—south of the portal’s support building remains in place, and there has been no significant dumping of additional material on the portal’s spoil pile."

Punggye-ri Nuclear Test Site (Korean: 풍계리 핵실험장) is North Korea's only known nuclear test site and is located in Kilju County, North Hamgyong Province. Based on currently known satellite imagery, Its exact location is 41°16'47.87"N, 129° 5'10.51"E. The site is where the 2006, 2009, 2013 and 2016 North Korean nuclear tests took place.

**************************

North Korea and weapons of mass destruction concerns North Korea (officially the Democratic People's Republic of Korea or DPRK), which declared in 2009 that it had developed a nuclear weapon, and possessed a small stockpile of relatively simple nuclear weapons. North Korea may also have a chemical weapon and/or biological weapons capability. Since 2003, North Korea is no longer a party to the Treaty on the Non-Proliferation of Nuclear Weapons.

North Korea had been suspected of maintaining a clandestine nuclear weapons development program since the early 1980s, when it constructed a plutonium-producing Magnox nuclear reactor at the Yongbyon Nuclear Scientific Research Center, about 90 km north of Pyongyang.

The Yongbyon Nuclear Scientific Research Center is North Korea's major nuclear facility, operating its first nuclear reactors. It is located in the county of Nyŏngbyŏn in North Pyong'an Province, about 90 km north of Pyongyang. The center produced the fissile material for North Korea's nuclear weapon tests in 2006 and 2009, and since 2009 is developing indigenous light water reactor nuclear power station technology....In March 2013, North Korea announced that they would be restarting operation of the 5 MWe experimental reactor. In order to do so, the disabled secondary cooling system will have to be restored. The announcement arrived days after Pyongyang declared a "state of war" with South Korea.."

For 2013, the Institute for Science and International Security gives a mid-range estimate of 12 to 27 "nuclear weapon equivalents", including plutonium and uranium stockpiles. By 2016, North Korea is projected to have 14 to 48 nuclear weapon equivalents. (Each weapon is assumed to contain 20 kilograms of weapons-grade uranium.)....

In 2016, North Korea conducted its fifth underground nuclear test ...The ministry estimated the explosive yield was equivalent to 10 kilotons of TNT, the most powerful detonation unleashed in a North Korean nuclear test so far,..... The South’s government estimated the North’s last nuclear test, conducted in January, at 4.8 magnitude with an explosive yield of six to nine kilotons. (By comparison, the atomic bomb dropped on Hiroshima in 1945 exploded with 15 kilotons of energy.)

On January 6, 2016,after reports of a magnitude 5.1 earthquake originating in northeast North Korea at 10:00:01 UTC+08:30, the country's regime released statements that it had successfully tested a hydrogen bomb.

On March 6, 2017, North Korea launched four ballistic missiles from the Tongchang-ri region towards the Sea of Japan. The move prompted US Secretary of State Rex Tillerson to embark on a diplomatic mission ten days later to Japan, South Korea and China, in an effort to resolve the heightened international tension in the region.....

April 9, 2017.....A U.S. Navy strike group led by the USS Carl Vinson aircraft carrier was making its way towards the Korean peninsula Sunday “to maintain readiness” as Kim Jong Un’s regime in North Korea prepared to mark key anniversaries this coming week.....Analysts expect the recent barrage of missiles to continue, and activities around its known nuclear test site have raised concerns North Korea may be preparing for a sixth nuclear test.....Over the weekend, North Korea said it was not afraid of military strikes like those the United States launched on Syria last week, saying it could defend itself with its “tremendous military muscle with a nuclear force.” ...The Vinson group last month participated in joint drills with the South Korean military to prepare for a sudden change on the peninsula — including the collapse of the North Korean regime or an invasion. ...North Korea has been testing medium-range missiles over recent months, and Kim in January said North Korea had “entered the final stage of preparation for a test-launch of an intercontinental ballistic missile” capable of hitting the mainland United States. In response, President Trump tweeted: “It won’t happen!”

North Korea said on Saturday U.S. missile strikes against a Syrian airfield on Friday were "an unforgivable act of aggression" that showed its decision to develop nuclear weapons was "the right choice a million times over".

Diplomatically isolated North Korea considers Syria a key ally. KCNA said its leader Kim Jong Un and Syrian leader Bashar al-Assad exchanged messages of warm wishes and pledges of friendship and cooperation between the two countries.......Al-Assad thanked Kim for recognizing the Syrian struggle to "meet such challenges as sinister actions of the world's terrorists and encouraged Syria to successfully weather the crisis without fail," KCNA said.

President Hassan Rouhani stressed Iran's support for the Syrian state in "its war against terrorism" during a call with his counterpart Bashar al-Assad on Sunday, condemning a U.S. missile strike on Syria as a violation of its sovereignty.......Syrian state news agency SANA said Assad told Rouhani the Syrian people and army were "determined to crush terrorism in every part of Syrian territory" and thanked him for Iran's support for "the Syrian nation".

Gary Cohn was born to an Eastern European Jewish family, the son of Victor and Ellen Cohn; and was raised in Shaker Heights, Ohio. His father was an electrician who later became a real estate developer.Cohn was diagnosed with dyslexia at a young age ...Critics of Cohn attribute to him an arrogant, aggressive, abrasive and risk-prone work style. They see his "6-foot 3-inch & 220lbs" as intimidating, as he might "sometimes hike up one leg, plant his foot on a trader's desk, his thigh close to the employee's face and ask how markets were doing" According to former Bear Stearns Asset Management CEO Richard Marin, Cohn's arrogance is at the root of the problem....Cohn has been a supporter of Reviving Baseball in Inner Cities and has supported Harlem RBI since 2011."...Wiki

"Elevating Gary Cohn to chief of staff would be a major win for the Wall Street wing of the White House.

In an attempt to rebut reports that he is governing ineffectively and beholden to a small group of fringe right-wing aides, President Donald Trump is reportedly considering yet another White House staff shakeup just 11 weeks into his presidency.

Axios and The Wall Street Journal reported on Thursday that Trump is thinking of dismissing or demoting his current chief of staff, Reince Priebus, and his key adviser, Steve Bannon. Both outlets reported that former Goldman Sachs President Gary Cohn ― who currently serves as Trump’s top economic adviser ― is a key contender to replace Priebus.

“Gary Cohn would be the top pick for chief of staff,” if Priebus is fired, a White House official told The Huffington Post.

In an internal struggle for Trump’s good graces, Cohn has a strong hand: He’s rich, close to the Trump family and has ex-employees who now work for the Trump family in the White House. Perhaps most importantly, his promotion could salve Trump’s ego, which has been bruised by his relatively small inauguration crowd and a series of political failures that began with his attempt to ban Muslims from traveling to the United States and continued through his catastrophic attempt to repeal Obamacare."

April 5, 2017.....Trump Removes Stephen Bannon From National Security Council Post.....For the first 10 weeks of President Trump’s administration, no adviser loomed larger in the public imagination than Stephen K. Bannon, the raw and rumpled former chairman of Breitbart News who considers himself a “virulently anti-establishment” revolutionary out to destroy the “administrative state.”

But behind the scenes, White House officials said, the ideologist who enjoyed the president’s confidence became increasingly embattled as other advisers, including Mr. Trump’s daughter and son-in-law, complained about setbacks on health care and immigration. Lately, Mr. Bannon has been conspicuously absent from some meetings. And now he has lost his seat at the national security table.

In a move that was widely seen as a sign of changing fortunes, Mr. Trump removed Mr. Bannon, his chief strategist, from the National Security Council’s cabinet-level “principals committee” on Wednesday. The shift was orchestrated by Lt. Gen. H. R. McMaster, Mr. Trump’s national security adviser, who insisted on purging a political adviser from the Situation Room where decisions about war and peace are made....Mr. Bannon resisted the move, even threatening at one point to quit if it went forward, according to a White House official who, like others, insisted on anonymity to discuss internal deliberations. ....they noted that he had kept his security clearance."

Headlines published under Bannon’s purview include, “Birth Control Makes Women Unattractive and Crazy,” “Young Muslims In the West Are a Ticking Time Bomb,” and “Would You Rather Your Child Had Feminism or Cancer?” And entire category of stories on Breitbart is categorized simply “Black Crime.”

“Russia's military intervention in Syria that began on September 30, 2015, is its first major intrusion into the Levant since June 1772 when "Russian forces bombarded, stormed, and captured Beirut, ….Then as now, the Russians backed a ruthless local client; then as now, they found themselves in "a boiling cauldron of factional-ethnic strife, which they tried to simplify with cannonades and gunpowder.”….

In 1971, President Hafez Assad, father of the present Syrian dictator, signed an agreement permitting Moscow to use Tartus in return for selling advanced weapons to Syria, thus turning the quiet fishing port into a logistical facility for materiel and technical maintenance of smaller ships in Russia's Black Sea fleet. Two years later, Hafez, a Soviet-trained pilot, joined Egypt in preparing an attack on U.S. ally Israel with the help of Russian advisors and arms….

The White House on Friday backed top aides' comments that the United States is not now focused on making Syrian President Bashar al-Assad leave power, saying the U.S. focus is on defeating Islamic State militants.

Secretary of State Rex Tillerson and U.S. ambassador to the United Nations Nikki Haley on Thursday drew criticism for playing down a long-standing U.S. goal of persuading Assad to leave power to help end the six-year-long Syrian civil war.

Tillerson said Assad's future is up to the Syrian people to decide, while Haley said "our priority is no longer to sit there and focus on getting Assad out."

“Warplanes were bombing a rebel-held town in Syria for a second day amid increasing international tensions over an apparent chemical attack that killed more than 70 people…..Bashar al-Assad’s government has categorically denied using poisonous gases in Khan Sheikhoun or possessing the banned munitions, while his ally Russia claimed Syrian jets conducting legitimate strikes had struck a “rebel weapons facility”…..Major General Igor Konashenkov, from the Russian defence ministry, claimed “a destroyed warehouse” was used to produce and store shells containing toxic gas to be sent to Iraq…Hasan Haj Ali, commander of the Free Idlib Army rebel group, called the Russian statement a “lie”…..“Everyone saw the plane while it was bombing with gas,” he told Reuters.”

The concept of military deception, or maskirovka, is a permanent feature of Russian interventionism. But, it encompasses a broader definition than the Western one. Deception may include camouflage, disinformation, traps, blackmail, and diplomatic cunning. As such it enables strategic surprise and/or timing that will stun the enemy, thus ensuring the success of the mission……

Along both its pre- and post-1991 borders, Russia has continually sought to effect regime change whenever the leaders of the non-Russian republics within Russia (e.g. Chechnya) or at its new periphery (Ukraine and Georgia) tilted toward the West. In 2005, having decisively won the second Chechen war with the complete destruction of its capital Grozny, Putin was able to focus on possible regime change in Tbilisi (Saakashvili) and Kiev (Yushchenko). Unlike with landlocked Chechnya, both Ukraine and Georgia were littoral states of the Black Sea. A main geopolitical concern of the Kremlin was regaining ports and access for its navy. But the primary issue was Sevastopol—the traditional site of the Black Sea fleet. Getting rid of Ukraine's Yushchenko and Georgia's Saakashvili, thus meant regaining essential coastlines for the Russian navy. Its lease was up in 2017, and Moscow needed to find another suitable warm water port.

Russia has sought to effect regime change whenever the leaders of the non-Russian republics within Russia tilted toward the West.

Hafez Assad's successor, son Bashar, was quick to seize the opportunity. He visited Moscow in 2005 and succeeded in having three-fourths of Syria's external debt to Russia for arms sales written off.[11] The move became an impetus for renewed Russian-Syrian military cooperation in upgrading the port of Tartus for larger ships.

At around the same time, Putin began to seriously consider plans for the invasion of Georgia with particular interest in the province of Abkhazia, occupying half of Georgia's eastern Black Sea coastline. Analysts have mistakenly viewed Georgia as just another Caucasus country, but from the Russian navy's point of view, it is precious real estate on the Black Sea littoral…..http://www.meforum.org/5876/why-putin-wants-syria

Erik Prince: The Seychelles and Putin

**************************

The nature of kingship in William Shakespeare’s play Macbeth follows the events that occur during Macbeth’s unlawful rise to the throne......The themes of greed, arrogance and excessive political ambition are still, very relevant to the world today. Shakespeare got it right - his story of Macbeth still applies to today's world....

“Erik Prince is best known as the founder of Blackwater, a security firm that became a symbol of U.S. abuses in Iraq after a series of incidents including one in 2007 in which the company’s guards were accused — and later criminally convicted — of killing civilians in a crowded Iraqi square. Prince sold the firm, which was subsequently rebranded, but has continued building a private paramilitary empire with contracts across the Middle East and Asia.

Erik Prince, Blackwater Founder, Weighs Primary Challenge to Wyoming Republican.....Oct 8, 2017
Prince, the founder of the security contractor Blackwater, is seriously considering a Republican primary challenge for a Senate seat in Wyoming, potentially adding a high-profile contender to a fledgling drive to oust establishment lawmakers with insurgents in the mold of Trump.....Mr. Prince appears increasingly likely to challenge John Barrasso, a senior member of the Senate Republican leadership, according to people who have spoken to him in recent days. He has been urged to run next year by Stephen K. Bannon, who is leading the effort to shake up the Republican leadership with financial backing from the New York hedge fund billionaire Robert Mercer and his daughter Rebekah......Over the weekend, Mr. Prince traveled to Wyoming with his family to explore ways to establish residency there......Prince, who has never run for public office, has been a controversial figure for years, as Blackwater faced a welter of ethical and legal problems over its work for the military in places like Iraq, including an episode in 2007 in which its employees killed 17 civilians in Baghdad.....his ties to Wyoming are thin, the state is attractive to Mr. Prince because it has none of the personal political entanglements he would face in his home state of Michigan....Republicans have privately said that a primary challenge against a lawmaker like Mr. Barrasso is the kind they fear most: an out-of-the-blue run by a renegade from the right against a senator whose sin is not a lack of conservative credentials, but an association with Mr. McConnell and other party leaders.

In 1997, Mr. Prince founded Blackwater as a private, for-profit force to aid the military, and he is wealthy enough to self-finance his race. For months this year, Mr. Prince — with Mr. Bannon’s support — pushed a plan to replace soldiers with contractors in Afghanistan. The proposal, which would have radically changed the way the fight in that country is conducted, was vehemently opposed by the national security adviser, Lt. Gen. H. R. McMaster, and the defense secretary, Jim Mattis.....Mr. Prince is emblematic of the type of parallel government apparatus that Mr. Bannon built inside the administration during his time as Mr. Trump’s chief strategist. Mr. Bannon, with help from the Mercer family, is now trying to build the same kind of parallel structure inside the Republican Party. And Mr. Prince is not the only candidate on his wish list.......Mr. Bannon is expected to throw his support behind Chris McDaniel, a conservative state senator from Mississippi who is considering a primary challenge to United States Senator Roger Wicker, who has served since 2007 and is close to Republican leaders....Mr. Bannon is also hoping to persuade Ann LePage, the wife of Maine’s outspoken governor, Paul LePage, to run for the Republican nomination to challenge Senator Angus King, an independent who is up for re-election in 2018."

U.S. officials said the FBI has been scrutinizing the Seychelles meeting as part of a broader probe of Russian interference in the 2016 U.S. election and alleged contacts between associates of Putin and Trump. The FBI declined to comment.

The Seychelles encounter, which one official said spanned two days, adds to an expanding web of connections between Russia and Americans with ties to Trump — contacts that the White House has been reluctant to acknowledge or explain until they have been exposed by news organizations.

Though Prince had no formal role with the Trump campaign or transition team, he presented himself as an unofficial envoy for Trump to high-ranking Emiratis involved in setting up his meeting with the Putin confidant, according to the officials, who did not identify the Russian.

Prince was an avid supporter of Trump who gave $250,000 last year to support the GOP nominee’s campaign, records show. He has ties to people in Trump’s circle, including Stephen K. Bannon, now serving as the president’s chief strategist and senior counselor. Prince’s sister Betsy DeVos serves as education secretary in the Trump administration. And Prince was seen in the Trump transition offices in New York in December.

The United Arab Emirates arranged a secret meeting in January between Blackwater founder Erik Prince and a Russian close to President Vladimir Putin as part of an apparent effort to establish a back-channel line of communication between Moscow and President-elect Donald Trump, according to U.S., European and Arab officials.

The meeting took place around Jan. 11 — nine days before Trump’s inauguration — in the Seychelles islands in the Indian Ocean, officials said.

The White House has acknowledged that Michael T. Flynn, Trump’s original national security adviser, and Trump adviser and son-in-law Jared Kushner met with the Russian ambassador to the United States, Sergey Kislyak, in late November or early December in New York.

Flynn and Kushner were joined by Bannon for a separate meeting with the crown prince of Abu Dhabi, Sheikh Mohamed bin Zayed al-Nahyan, who made an undisclosed visit to New York later in December, according to the U.S., European and Arab officials who spoke on the condition of anonymity to discuss sensitive matters.

The UAE, which sees Iran as one of its main enemies, also shared the Trump team’s interest in finding ways to drive a wedge between Moscow and Tehran.

The FBI was already investigating communications between Flynn and Kislyak. The Washington Post’s David Ignatius first disclosed those communications on Jan. 12, around the time of the Seychelles meeting. Flynn was subsequently fired by Trump for misleading Vice President Pence and others about his discussions with Kislyak .

Yousef Al Otaiba, the UAE’s ambassador in Washington, declined to comment.

Prince appears to have particularly close ties to Bannon, appearing multiple times as a guest on Bannon’s satellite radio program over the past year as well as in articles on the Breitbart Web site that Bannon ran before joining the Trump campaign.

Prince’s father, Edgar Prince, built his fortune through an auto-parts company. Betsy married Richard DeVos Jr., heir to the Amway fortune.

Wealthy Russians and Emirati royalty have a particularly large footprint on the islands. Signs advertising deep-sea fishing trips are posted in Cyrillic. Russian billionaire Mikhail Prokhorov owns North Island, where Prince William and Catherine, Duchess of Cambridge, went on their honeymoon in 2011. Sheikh Khalifa bin Zayed al-Nahyan, president of the UAE, built a hilltop palace for himself with views across the chain of islands.

On September 16, 2007, employees of Blackwater Security Consulting (since renamed Academi), a private military company, shot at Iraqi civilians killing 17 and injuring 20 in Nisour Square, Baghdad while escorting a U.S. embassy convoy.....The killings outraged Iraqis and strained relations between Iraq and the United States.... In 2014, four Blackwater employees were tried and convicted in U.S. federal court; one of murder, and the other three of manslaughter and firearms charges.
